OpenAI Promises to Foot AI’s Power Bill After Voter Revolt. Who Enforces It? - Decrypt

By Google News AI ·

OpenAI promised Thursday that neighbors of its future AI campuses won't foot the bill for their electricity needs, two days after voters dealt data center expansion a blow at the polls. It also pledged public energy and water figures and limits on secrecy agreements with officials.

Its National Community Compact covers future campuses (a fancy rebranding for the term AI data centers) OpenAI both owns and operates, according to the company’s announcement. A separate policy blueprint asks legislators and regulators to apply similar requirements across the industry.

“We will pay the full cost of powering our compute campuses and ensure local residents do not foot the bill for our energy needs,” OpenAI said in its “national community compact.”

It also promises financial assurances before costly grid upgrades, so other customers aren't left paying if projects shrink or fail. Each AI data center would get a water plan, annual progress reports and independent noise studies.

The national compact does not describe penalties for noncompliance, a dispute process or independent verification of electricity and water figures. Residents could read OpenAI’s disclosures, but the document does not explain how they could compel corrections or recover losses.

The ownership restriction matters, too. Partners including Oracle build and own much of the infrastructure reserved for OpenAI, Reuters reported. The company has not said its national compact automatically covers those partner-owned facilities.

The proposed blueprint goes further on electricity costs. “Policymakers should direct state public utility commissions to create large-load tariffs that require large electricity consumers to pay the incremental costs they create,” it says.

A large-load tariff is a special electricity…
